Scottsdale police raid Foot and Hand Reflexology
Scottsdale police raid Foot and Hand Reflexology arresting owner and reflexologist
July 5, 2010 - Reflexologists performing massage therapy are subject to police action Scottsdale, AZ police are inspecting massage facilities throughout the city Is prostitution and sex taking place in Scottsdale, Phoenix, and other valley massage facilities? In a continuing effort to enforce Arizona massage laws, Scottsdale police raided Foot and Hand Reflexology in North Scottsdale and arrested the owner, Van Hoang, along with a reflexologist named Yueming Zeng. Mr. Hoang was charged with operating a massage facility without a Massage Facility License while Ms. Zeng was charged with providing massage therapy without a Massage License. Both charges are class I misdemeanors and are punishable by up to six months in jail along with significant fines. Mr. Hoang, who also owns Elite Nails located in the same shopping center, was warned by Scottsdale police as early as August of 2009 for violating the Arizona massage law. After this initial warning and at least one subsequent warning the police continued to receive complaints about the business while Mr. Hoang denied that he was practicing massage therapy at his facility. As a result of continued complaints and Foot and Hand Reflexology’s denial of any wrong doing, the Scottsdale police were forced to conduct an undercover investigation where a police officer posing as a client visiting the business. The police found that the reflexology business was indeed providing massage therapy without a license and they arrested Van Hoang and Yueming Zeng . In the State of Arizona a massage therapy license is required to physically touch and massage any area of the body other than the hands, feet, and head. Massage therapists must undergo at least 700 hours of training in areas including anatomy, physiology, pathologies, and of course the manual manipulation of soft tissue (such as muscles, fascia, tendons, etc.) to achieve a therapeutic result. Massage therapists are also trained in the various contraindications of massage such as in treating clients with various conditions ranging from pregnancy to cancer. No license or training is required to provide reflexology in Arizona. Anyone, without any level of training whatsoever, can open a business and provide reflexology provided those treatments are only performed on the hands, feet, and head. Treating any other area is illegal and sometimes dangerous due to the contraindications involved. While raids on “massage parlors” that are fronts for sex and prostitution are more glamorous and attract more media attention then raids such at this on Foot and Hand Reflexology, businesses actually providing massage therapy with untrained personal can do significant physical harm to unknowing clients. It is a credit to Scottsdale police that they recognize the dangers of illegal massage therapy and enforce the massage laws of Arizona to protect the public even in cases that aren’t as “sexy” as a prostitution raid. Dave notes how rare or hard it is to hurt someone via massage. I am reminded of the zillions of licensed adult body rubs in Canada where they have no training required, some actually do very good real massage (before the adult part) and no reports or concerns about "contraindications" that are so dangerous. Yes there are remotely possible issues but rarely will massage cause any problems unless very deep like on a broken joint etc. The cancer thing is interesting since for breast cancer over a decade ago i had article on libchrist.com about how a Sloan Kettering Hospital lymph specialists tells how breast massage can be beneficial. A husband shared the techniques taught by Sloan which I use in my breast massages. Despite all efforts she died and he had a web page all about breast massage to help prevent and potentially be beneficial for women with breast cancer. Thank goodness we just celebrated the Fourth of July - that is a reminder we live in the land of the free. And then this story. I betcha in "communist" China or in Vietnam (where Hoang and his assistant probably are from or their parents from) there are no such laws. What has America come to? Grr!
